The Budget Development and Reporting Division of Treasury Board and Finance has an excellent opportunity for an experienced individual to join our team. The Division is accountable for the government's budgeting, spending and performance management processes, including results based budgeting. One of its main outputs is the preparation of the province's annual budget.
Responsibilities within the division include:
-Preparing the annual budget and quarterly fiscal updates, as well as the executive summary of the Government of Alberta Annual Report and Measuring Up.
-Providing timely, relevant and accurate analysis, advice and recommendations to decision makers (Minister, Treasury Board, Cabinet, Executive Council and other bodies) on spending issues.
-Leading and coordinating the identification of opportunities for more effective spending to achieve program objectives.
-Assessing the impact of approved capital projects on future ministry operational spending.
-Coordinating the results-based budgeting process for government.
-Setting the ministry business plan standards.
-Providing advice and recommendations to ministries on business plans and performance measures.
As an Analyst, you will gain a thorough understanding of the program budget and policy issues facing specific ministries as you review their proposed spending and business plans and monitor how those plans are implemented, including reviews of quarterly budget updates and year-end results. Your strong interpersonal and written communication skills will be essential when analyzing the proposals and preparing clear, concise briefings.
The successful candidate requires a good understanding of public policy objectives and the government's fiscal framework and fiscal plan. A good understanding of basic accounting concepts and government's fiscal and financial legislation (e.g., Financial Administration Act, Financial Management Act, Appropriation Act) is important. An ability to learn quickly and adapt to new approaches will help ensure success.

A University degree in Business, Economics, Public Administration or a related discipline supplemented by a minimum of 4 years related experience is required. Preference will be given to candidates with experience dealing with the provincial budget and business planning process or in public administration. An accounting designation would be an asset.
Equivalencies will be considered.
$2,936.39 to $3,951.53 Bi Weekly ($76,639 to $103,134 Annually)
Final Candidates for this position will be asked to undergo a security screening. Other employment arrangements (ie secondments) may be considered. Candidates with lesser qualifications may be considered at a lower classification level. This competition may be used to fill current and future vacancies across the Government of Alberta. Interviews are scheduled to begin approximately January 30th, 2014.
