Existing Leases Land Access Panel (ELLAP) BOARD- MEMBER

Alberta Energy, Edmonton - Honourable Ken Hughes, Minister of Energy, is seeking applications from individuals interested in serving as a board member of the Existing Leases Land Access Panel (ELLAP) which is part of the Metis Settlements Appeal Tribunal established under the Metis Settlements Act.
The function of the ELLAP is to deal with surface access issues involving existing mineral lease holders. An existing mineral lease holder is a resource company that holds a mineral lease granted by the provincial government before November 1, 1990. ELLAP can issue Right of Entry Orders to grant access to Settlement land to existing mineral lease holders who require new or additional access. An application is made when the existing mineral lease holder cannot obtain the consent of the occupants. In the course of granting the Right of Entry Orders, ELLAP also determines the amount of compensation required to be paid to the occupants. The Panel consists of five members, two are appointed by the Metis Settlements General Council, a third member is appointed by the agreement of petroleum industry associations, and the further member is appointed by the Minister of Energy. The Panel Chairman is appointed by the agreement of the Minster of Energy and the Metis Settlements General Council.
The Minister appoints one member to the Board.
Experience with Energy resource development policies, land management, and First Nation/Metis issues. Collaboration and communication skills complemented by experience working with related industry stakeholders and government organizations will support your success in this role. Experience conducting administrative proceedings is an asset.
The following will not be considered for appointment as Board members:
- Government of Alberta employees; and
- Individuals whose appointment would result in an actual or perceived conflict of interest that cannot be managed.
Term and Remuneration
Appeal Tribunal members are appointed by Ministerial Order for a three-year term which may be extended, to a maximum of two terms. This is not a salaried position. Remuneration is by honorarium for time spent on the business of the Tribunal. Travel expenses will also be reimbursed.
The Board meets infrequently, usually by conference call.
